i'm guessing that the covered chip is a 555 timer, sending pulses out to the relay. when the output is 1, the relay is triggered to the NO position and the red LED is lit. when the output is 0, the relay returns to the NC position and lights the green LED. the potentiometer controls the frequency of the output pulses. reply to this comment
